OF THE YOUNG PERFORMERS’ OPEN FESTIVAL-CONTEST
OF THE POP SONG
1. GENERAL REGULATIONS
1.1. The young performers’ open festival-contest of the pop song "VERNISAZH.ENERGOFEST" (Festival) takes place annually in Netishyn, a town-satellite of Khmelnitsky Nuclear Power Plant.
The purpose of the festival is development of cultural, informational and business relations of the town, integration into the festival movement of European countries, creation of the positive image of nuclear energy and of Netishyn in educational and cultural spheres.

3. PARTICIPANTS OF THE FESTIVAL
Soloist, duets, trios and vocal bands from 7 to 20 years old are invited to participate in the contest program. No more than 1/3 of the participants in the band is allowed beyond the age category.
The festival is held in four age categories:
group "А" 7 - 9 years old (junior age category);
group "B" 10 - 12 years old (junior age category);
group "C" 13 - 15 years old(middle age category);
group "D" 16 - 20 years old (senior age category).
4. CARRYING OUT OF THE FESTIVAL
4.1. The song contest is held in the municipal establishment “The Palace of Culture” of Netishyn annuallyin the second half of September.
Some festival events are the parts of the celebration program of the Town Day.
The Gala Concert of the Festival is held on the square near the Administrative Committee of Netishyn town council.
4.2. The organizational committee, administrative direction and jury will be created for the Festival.
4.3. The organizational committee and administrative direction performs preparatory work from organization to carrying out of the Festival.
4.4. The representatives of the founders and other people who promote the image and the level of the Festival are the members of the organisational committee.

4.6. Festival's administrative direction is a permanent agency and consists of representatives of the founders , whose duties include:
4.7. Composers and poets, producers, Ukrainian pop stars, professional and amateur collectives, children and youth Festival organizators from Ukraine and abroad are invited to participate in the Festival.
4.8. The following events will be held during the Festival:
4.9. The jury (famous Ukrainian performers, professional singers , honored performers of Ukraine and abroad) evaluates the contest program using a ten-point scale.
4.10. The jury of the Festival contest program is formed with the purpose of objective evaluation of the parcticipants and the winners. The final jury's composistion is approved by the direction 10 days before the contest starts. The jury's decision is final and can't be appealed. It is written in the protocol.
4.11. In the case of ignoring public morality, showing disrespect for other participants, organizators, or jury the participants are withdrawn from the contest by the administrative direction’s desicion.
4.12. The use of cutting and piercing items, fireworks, firecrackers, or open flame during performances is prohibited.
5. TERMS OF THECONTEST PROGRAM
5.1. Those wishing to participate in the contest must sent the following documents to the festival committee by e-mail no later than 15 August this year email@example.com :
5.2. Preselection of performers is made by the organizing committee by listening (viewing) of the sent material.
5.3. After a positive decision the administration sends an official invitation to the participants to take part in the Festival program and festival events.
5.4. Sent phonograms and documents are not reviewed or sent back .
5.5. The members of Group A perform one song. Other participants perform two various songs.
5.6. All songs are performed live accompanied by instrumental phonograms (a backing track).
5.7. During the contest program participants may not use the phonograms (-1) with duplicated vocal unison, and the number of auxiliary vocal parties in the chord presentation should not exceed two voices (three voices with main).
5.8. The phonogram must be recorded on the mini disc, CD or USB storage device (MP3 format or wav).
5.9. The sequence of the contest is determined by the lot during the registration.
5.10 Festival organizers are not responsible for participants’ complying with the contest program and the copyrights in the contest works.
5.11. The Festival management reserves the right to use submitted photos and video of the participants to promote the festival, to use it for presentations, television and radio programs, designing of printed materials and other ones.
5.12. The accompanying person of the participant is responsible for the safety of life and health of the participant during the festival and on the way back.
5.13. The organizing committee provides a shuttle service for the members and the guests arriving at the railway station of Kryvyn to the places of the residence during the festival and back.
5.14. The organizing committee organizes accommodation and meals on request.
6. EVALUATION CRITERIA
The level of performance skills of the participants is evaluated using the following criteria:

7.1. The organizing committee of the festival has established the following awards for the winners:
7.2. The winners are awarded with diplomas and valuable gifts.
7.3. Laureate titles can be doubled by the decision of the jury(depending on the performance skills of the participants).
8. FINANCIAL CONDITIONS
8.1. The Festival funding is made with:
8.2. To participate in the contest, the participants (soloists and duets) make a contribution of 350 UAH., trios and quartets - 400 UAH., vocal groups - 500 UAH.
The costs of food, accommodation, arrival and departure of the participants and accompanying persons are provided with the sending side.
The organizing committee of the festival can change these regulations, depending on the decision of the administrative direction and the organizing committee of the Festival.
